Is there a way to make [High Resolution] the default for Transparency when saving as .eps
Why do you need EPS? It's an old, outdated format. Use AI.

If you go to File > Save As and choose Illustrator EPS, you'll notice that the Transprency Preset is grayed out. That's because there is not Transparency in the EPS format. It does not matter what the Preset is by default, there will be no Transparent Effets in an EPS.

The Transparency preset is only grayed out when there is no transparency used in the Illustrator file.
When there is, you can select a flattener preset.
I don't know how to change the default.
But I agree with Jeff, EPS is outdated. PDF is the way to go when delivering files.

You might mean «Raster Effects» instead of «Transparency»? But @Jeff_Witchel__ACI was right.
