Alecia Beth Moore told me that it can be automated partially. She prepared this Action Set file:

new_layer_specific_colour.aia.zip - Google Drive

How to use:

- Open a new document.

- In the Actions palette, import the decompressed Action Set.

- In the Layers palette, double click on Layer 1 and set the Layer colour to Black.

Yes, these can be changed. It can be frustrating to see especially when they are yellow.

In the Layers tab, double click just to the right of your layer name in the layers pallet. There you will find the color of the layer. change it to another one in the list or create one of your own. Click OK.

This is also a great place to dim/screen a layer to make it easier to see another layer on top of it.

If you want to change the default Layer colour to something different, double click any main layer, change its colour (pink is pretty popular this month), then play the action to create new pink layers.

The Action Set also includes an action to add sublayers with specific colours. Same principle.
