Learn feature grayed out (not available) in Illustrator and InDesign 2019

I am trying to figure out why the Learn feature is grayed out in Illustrator and InDesign under Window>Learn. That feature is available in Photoshop but not the other two programs. Any clues?

It's not available for all languages and then also you need to identify yourself as a Beginner (or at least not as an Expert) when installing the software.

It should work in English - although I don't know in which variety of English.

 

But I don't know how deeply engraved the status setting is if resetting that can work at all.

 

Being on a German installation as an advanced user I have never seen it working.
