Link together shape attributes/Constrain Proportions

Is it possible to link two shapes together so that if I increase the size of one, the other decreases? To be more specific, I have two rectangles stacked on top of one another. I want to change the size of the top rectangle to give me more room, but I want to keep the spacing between the top and the bottom the same, similar to Fusion 360 constraints. Is this possible with Illustrator?
