Making the frame for a map

Hello to all,

Perhaps you have idea how to make a map frame as o the sample below, by means for example Actions or scripts ?

The frame is a combination of white / black lines or areas.

You can create your own or base it on Brushes panel menu: Brushes > Borders > Borders_Lines
