Memory Issue (CS4)

I try to load a jpg of 17MB, but AI (CS4) is saying, that Memory is not enough for this Operation. 16Gb should be enough, boy? Who knows the problem? Thanks

A JPEG that has 17 MB, will be HUGE when opened. Illustrator always decompresses them when opening.

 

No matter how much RAM is installed, Illustrator CS4 can only use 3 GB, because it is a 32-bit-application. It's ancient.

When I load same the JPG picture as TIF (512MB), Ai is fine with it, no memory issues. It seems like the big jpg is problem?
