[ Moved ] It is not possible to align exactly with cursor - why?

Hello,

I just want to ask how to put one circle in the middle of another one but with a cursor.
Whenever I move the first circle in the middle of another there is a couple of pixels or mm outside?!
Like object move only in cm not in mm if you understood what I meaning 🙂
With transform, the tool works perfectly but with a cursor doesn't work.
Did I need to change something in preferences?
