No animated zoom/scrubby zoom in outline mode still?

As AI 24.1.2 (64bit), outline mode still doesn't have animated zoom. But according this post, it has been fixed. It's not working on any of my PC workstations.

I have two computers, animated zoom doesn't work on either one.

Workstation tower

Windows 10 Pro 64bit version 1909

48GB RAM

GTX 1080 Ti & GTX 1070 (on latest Nvidia Studio driver)

Workstation Laptop Dell Precision M7510

Windows 10 Pro 64bit version 1909

32GB RAM

AMD FirePro W5170M

I've spent over 20 minutes with Adobe support chat to troubleshoot this. Support agent couldn't find the answer and said will get back to me via email. This is the email I recieved this morning, needless to say it was not helpful at all.

We would like to inform you that for using the Animated Zoom, the GPU performance must be enabled from the Preferences > Performance option.

- Also check if the Graphics Card installed has its driver updated. Then Launch Illustrator and check the issue will be fixed.

Sorry about this experience. Let us troubleshoot this issue here. Did you try updating or reinstalling graphic card drivers after this issue? If not, remove the the old graphic card drivers and install latest drivers from manufactures website.

If that doesn't help, try booting the system into Safe Mode (https://support.microsoft.com/en-in/help/12376/windows-10-start-your-pc-in-safe-mode) and check how it works there. It starts your system so that it performs certain checks and prevents third party software/ services from automatically loading or opening. If it works fine in Safe mode, then there is some third party service or application like antivirus, plugins or web extensions which are conflicting with the Illustrator.

If that doesn't help either, login to Hidden Admin account (https://www.youtube.com/watch?v=EfbMs3w-Z3s&t=53s). Check how the application works there. If it works fine there, then it could be related to permission errors. Hi Srishti,

Just to make sure we're talking about the same thing, the animated zoom in Outline mode not GPU Preview mode. There are contradicting answers from Adobe about if animated zoom is supported in Outline mode or not. I've tried all your suggestions, only GPU preview works with animated zoom.
