In the preferences > General you could try and set the option to use the legacy "File New" dialog. Does that work?
And can you try and disconnect from the internet - does it then work?
I tried both solutions, it doesn't seem to work
Sorry to hear about your experience. Would you mind sharing version of the Illustrator? Please try resetting the preferences of the app and see if it helps. You may follow the instructions below:
**Please note that resetting preferences will remove all the custom settings and Illustrator will launch with default settings. This way all your old settings will be saved in .old folders and Illustrator will recreate new folders with default settings.

I solved the problem through Adobe support, my user profile went wrong, I created another profile and the problem solved.
