Object Arrange not Working for me

Ive been tying the Arrange a blurred square to be on top of two regular squares but bring to front/forward wont rearrange the layers. Capture.JPG

Select the blurred square and check the Transparency panel. If the blend mode is Lighten, Screen, or Saturation, or something other than Normal, that could be the issue.

Did you try putting the blurred square on a Layer above the Layer 1 shown? What did you use to generate the blurred square?

According to your screen capture, it looks like the blurred square is already on top of the two regular squares. It is possible that the blurred square has a blend mode other than Normal.
