When option click and drag on the artboard tool to duplicate and artboard, illustrator drops my artboard to wherever my mouse is even after I've unclicked. So if I've droped the duplicate in one place and my cursor moves even slightly, my placement is off. How do I turn this off??? I can't imagine why this would be a feature.

I'm not able to replicate that behavior. Once I release the button on my trackpad or mouse, the duplicated artboard stays in place. What version of Illustrator and what OS are you using?

Which version, which system, which hardware?
Does it get better with a different mouse?
Do you use any mouse enhancement and does it get better when you turn that off?
Also: Does your antivirus have influence on this?
Do you have a browser running? Chrome perhaps?

In addition to Monika's thorough questions to help diagnose the program, are you using a wireless mouse, and if so, what's the charge level of the batteries? And are you noticing any unusual mouse-related behaviors in other apps?

No not noticing anything unusual or different. Charge on mouse and track pad has no affect.

I'm on macOS Big Sur v 11.2.3
No anti virus, works the same with a mouse or track pad. I don thave any mouse enhancement.
Browser and other CC apps are runing but I don't think that affects it.

Please try without the browser. Browsers do matter, especially Chrome.
Also: when did you last reboot the computer?
