Paste in Place not pasting to relative position in Illustrator

Just updated to Illustrator 25.2 and Paste in place has still not been fixed.

When copying or just placing asset from outside of Illustrator, Paste in Place position is TOP LEFT of artboard NOT where copied from.

Can anybody help?

From another Illustrator 25.2 doc. Also just Copy Paste in the same doc.

UPDATE: The correct function came back, intermitently.
Seems no rhyme or reason as to when it pastes correctly.

I thought copy in place could only work between Illy docs, if it's copied from outside of Illustrator how would it know where to place it?
