Path not settling where I’m drawing it

I’ve created some tiles in Illustrator, they are overlapping by 3/4”. When trying to draw a path I can’t seem to be able to draw it directly on the line that I need, and it shifts about 0.5mm to the side. In the pictures it looks fine from afar but you can see the problem when zooming in. 

 

The same happens when I try to get a guide on this line. 

 

Is this normal? It has never happened to me before.

If Snap to Grid and/or Snap to pixel is turned on, can you try and turn that off in the View menu?
