pdf content different in adobe reader and illustrator

I just ran into a very strange problem. I created a document in four languages - English, Russian, Kyrgyz and Uzbek - which I all saved as editable pdf's. Now, for the Uzbek pdf, when I open it in Adobe reader or import it into InDesign - show up correctly - in Uzbek...however, when I open the same exact file in Illustrator, all the text is in Russian!!! 

 

I can understand how font's might change if you don't have them installed in one program or another, but how do you get completely different content depending on what program you open a file in????

 

Has anybody else ever seen anything like this?

Illustrator is not a general purpose PDF editor.

You should be able to place/link (not embed) the PDF in Illustrator.
