Was this PDF created and saved in Illustrator?

If not, opening PDFs that were created in other programs is not a good practice. Illustrator is not a PDF editor. In opening non-Illustrator PDFs, you may get error messages, you could also totally screw up the file.

If you need to do simple edits in a PDF, you're probably better off opening it in Acrobat Pro DC.  In the tools menu at the top of the Acrobat Window, choose Edit PDF. For more about editing PDFs, here's a video tutorial: http://www.jeffwitchel.net/2015/08/edit-pdfs-like-never-before-in-acrobat-dc/

If there is no option but to make edits to a PDF file in Illustrator is there any way to process it so that it runs faster?

Have you determined what element is causing the delay? if it's something you don't need to edit, convert it to an image, which should help. If it's a multipage PDF, extract the page in Acrobat, edit it, then place it back into the original.
