Pen toll constantly snapping where I don't want it to go

For the last 3 years I cannot get the pen tool to work properly in Illustrator.

I'm using the Creative Cloud and upgrading whenever a new version comes out,

I've dumped preferences, restarted , created brand new documents, etc.

But no matter what I do - the pen tool tries to snap to something.

I click my cursor where I want the point/node to land, and it goes somewhere else.

I've made sure that all the "snap to..." options are turned off in the view menu, but it keeps happening.
I've noticed if I zoom in really close and do it, it works fine. But that's not good enough. This has been buggy for the last 5 or more versions.

Does anyone have any solutions (using iMac 10.14.6 but it's been doing this for the last 3 or 4 OSs')

Are you really sure that Snap to pixel is turned off? Also turn off Smart guides and Snap to point. There is a Snap to point option in Preferences > Selection & Anchor display, which you can also turn off.

Yes it is definitely turned off, and yes Smart guides and snap to point are also definitely turned off.

and the Snap to point option in Preferences > Selection & Anchor is also definietly turned off.

but it still happens.

As I say , if I zoom right in, it doesn't happen,  but if I'm zoomed out ot a usable level - then it happens.

it's been doing it for last few versions for approx. 3 years or since moving from standalone purchase installs to the Cloud download/install model.

Prior to Cloud, when I was purchasing standalone versions it was fine

Have you tried resetting your preferences?

If it is a preference causing this it would migrate through updates when you install new versions.

Are there multiple places for resetting preferences on imac?

I've held option down whilst opening Illustrator, which I understand resets preferences, but that hasn't helped?

hold down opt+cmd+Shift+ctrl when starting up not just Option.
