My pen is jumping away from where I have selected what should for that ? Is there any settings for that??
where I select it's drawing next to it!!
How do I fix that?

Can you check your View > Snap to... settings?
Maybe Snap to Pixel is on.

Hi. At what zoom level are you working? In addition to @Ton Frederiks recommendation, please try to disable the "Align art to pixel grid on..." button in the Control Panel.
Also, you can try resetting the preferences: https://helpx.adobe.com/illustrator/user-guide.html/no/illustrator/using/setting-preferences.ug.html
