Preview vs. Artboard size

We have a digital die cutter that uses native .ai files to define cutting lines, however when I save the illustrator file for the cutlines the preview that it is using is cropping the file to the artwork, not the art board size. I feel like I am missing something simple because this worked with a file last week but now as I am setting a bunch of files this week, I cannot make it work correctly. I am attaching two screenshots, one is the actual art board in illustrator and the other is the preview that is what our die cutting machine is reading. I am using 22.0.1 on a iMac running OS X El Capitan. Any suggestions would be appreciated.
