Dear Illustrator developers, would be super nice if there was a menu item for selecting all layers, so it could be recorded as an action (after which you lock said layers etc.)

Check out this forum post where someone wrote a script to accomplish what you are trying to do.

In the meantime you can use the following action. It locks all layers in the current file.
