Resize objects relative to their path, not the stroke

It seems like this changed with the last update of Illustrator, and I can't find a preference to change it. When resizing objects, or aligning/distributing objects, it used to be relative to where the actual PATH was. Now when I resize, it's showing the transform box around the whole outer border of the stroke, like it's treating the outer edge of the stroke border as the path. This is so annoying! Is there a way to change this back to the way it was before the update?

Is Use Preview Bounds ticked in the General Preferences/what happens if you untick?
