Hello
whenever I save Illistrator file as PDF file, it is saved with highest quality which I do not need it.
Is there a way to save ai file as PDF not with highest quality, but in user-customized quality.

Yes, go to Edit > Adobe PDF Presets...
Select one and click on the + (new) button.
Change the settings and save your preset.
