scaling effects not working with Scale Strokes and Effects checked

I'm using a logo made by another designer.  He has shapes underneath with Gaussian blurs set at 3 pixels instead of using a Drop Shadow effect.  However, when I scale the entire grouped object up, even with Scale Strokes ane Effects checked, the Gaussian Blur stays the same.  Other than recalculating the blurs with each larger use of the logo, what could I be missing?

The Scale Strokes and Effects setting does not affect the effects of the Photoshop Effects section in the Effect menu.

So, is there a setting I'm missing so I can get these to scale?  The owner of the company prefers the 3D appearance that comes with these effects...
