Scaling object can't change reference point, icon gone this upgrade

When I want to change the length (or height) of an object in one direction only I used to use the reference grid icon next to the shape dimensions on the standard tool bar (at top of screen under the menus). Now in this latest upgrade I can't find this tool anymore - can you please tell me how to find it?

The Control panel at the top has a limited amount of items, it depends on the resolution of your monitor and the number of items checked in its fly-out menu.
