Seamless Pattern

Hi,  I have a photograph jpeg file. That i am wanting to make seamless so i can print on to fabric. But it keeps coming out tiled. I have done seamless before from purchased clipart. But i just can't seem to make this seamless. Help please....

Illustrator is a vector application.

Photoshop is the better tool for creating seamless image patterns.

I Photoshop you can use : Filter > Other > Offset... with Wrap Around to check if the pattern tile is seamless.
