Setting Up Router Files

I am wondering if anyone can help me figure out a solution. I work for a sign company and I am wanting to know if I can automate adding router dots inside multiple and different paths (most of the time they are letters.) To give you a better idea of what I am wanting I attached a test file of what we actually need and the rough idea of the spacing.

I can get close using Astute Graphic's plugin called ColliderScribe which includes the Space Fill panel. First I made one dot and the sample text. I converted the sample text to outlines. I selected the dot and one character (because I varied the number of copies per character) and set the uniformity. It looks like you'd still need to add the one larger dot per character.
