Illustrator2020、で例えば四角形を45度回転して一辺をShift押しながら45度方向に移動させようとすると、強制的に元の位置に戻ろうとしたり、極端に遠くへ移動しようとしたりします。拡大縮小でも同様。スマートガイドを解除すると、おとなしいがShiftキー効かない状態なので意味ないです。

Illustrator2019で、同様の操作を試すと普通に素直に移動するので、当分Illustrator2019使ってます。

You may need to try resetting preferences in Illustrator 2020. Open Preferences > General and click the Reset Preferences button.
