Without far more information about the requirements of the style guide, it's nearly impossible to say. Taking a wild stab at it, I'd say that InDesign would generally be a better choice.

For ones that are only a couple pages I might use Illustrator. For ones that are more than a few pages you should use use InDesign for these reasons

 

  1. Illustrataor gets slow with too many artboards
  2. Moving pages around is easier in Indesign,(eg: you want to move your section on logo safety zone to the beginning as many people miss following that brand guideline)
  3. Indesign has master pages for footers
  4. In design has auto page numbering
  5. InDesign can do books, so you can divide the task up to a team of people
