Transform Again command not affecting scale

The Transform Again hotkey and menu item aren't affecting outlined text. It only registers when objects have been moved or rotated but not scaled. I have Scale Stroke and Effects ticked. I've tried it in my template, a new document as well as on my coworkers computer and none have affected the scale. I can group it with other objects and Transform Again will only affect the other objects not the outlined text. Ive reseting my preferences but it didn't have any change.

Hi you can use transform each for this and then hotkey working fine for in illustrator 2020....regards
