Type on a path background color

Is there any way to create curvative live text background in illustrator?

If the text runs along the full length of the path, it can be achieved by applying a stroke to the text path. The stroke can be aligned on the path by using the width tool.

I use cc 2017.  It might be possible for the latest version of illustrator. But didn't work for me since I couldn't apply any effect to the path in any case. I tried to add stroke before I use the "Type on a path" tool. Unfortunately, the stroke is disappeared when you click the path using the "type on a path" tool.
