unable to export as inches i changed the art board size but when i export it exports as pixals

am having issues exporting my illustrator file to inches. i have the document in .png. and .psd. its already when i open it its set to pixals for some reason. so i change it to inches and double check the artboard to make sure that is is in inches. but when i go to file export for we its still in pixals. i have been trying to figure this out for a while and have asked some people in other groups am in with no luck.  i attached a video please need help

So you're wondering why Photoshop is set up to measure in pixels?

I don't quite understand what you're doing there.

Images always export as pixels.

You may add some info in Photoshop about the amount of pixels that should fit in an inch or a centimeter to specify how big the pixel should be reproduced.
