Have currently got the most recent update of Adobe Illustrator. Have gone to create new works and so on and I am unable to use the top toolbar! Clicking on 'File', 'Edit' and so forth is impossible as the drop-down menu flickers in and out in mere milliseconds. I have a constant load icon next to the cursor as well.
I have manually reset preferences, I have rolled back the version and re-installed the update, I have checked for program clashes but I just can't seem to find a solution!
Without any system information nobody can tell you much. From problems with your input device to graphics driver issues this could be anything. start by checking those things.
