Unable to resize using bounding box handles

Since Illustrator's upgrade last night, I am unable to resize text or objects using the bounding box handles/anchors. I can move objects, but can't resize. Photoshop remains unchanged, thank god.

 

What changed in Illustrator and how do I resize in this brave, new world?

 

I have tried hiding the bounding box and then showing it again, but no luck.

The question is not about checking out the preferences, but did you reset them?

You can try by renaming the folder as described in here: https://helpx.adobe.com/illustrator/using/setting-preferences.html

Yes, the Scale tool works. I checked the Preferences and Selection and Anchor Points. Show Anchor points is selected and Highlight Anchors on Mouse Over is also selected. Is there something else in Preferences that I should be checking? That seems the most logical place for the fix.
