Hey 🙂
In the attched video i use:
Effect>Warp>Arc
in order to create arc.

but i wanna the arc to be upside down like in this tutorial in 1:30:

Why he was abled to do arc in this direction and i dont no matte what im doing?

when apply Warp effect, you move the Bend slider right (to positive values). In the tutorial they move it left (to negative values). Change the direction and enjoy 
