What does the little pencil symbol with a line through it means in Illustrator?

I'm using Illustrator CS4. I can't get the "T" type tool to work. I'm trying to add a line of text but can't. I see a symbol that looks like a pencil with a line through it instead of the normal type symbol. What do I do to be able to create type again. Thank you.

Are you perhaps trying to type on a locked layer (see Layers palette)?

 

If so, just unlock the layer.
