What is this effect and how can it be done in illustrator?

Hey all,

I'm new to posting here, so let me know if I should reformat or reword anything. 

So I have this image:

and would like to have same effect where the words are displaced as the following:

I figure it would be using an ellipse tool of sorts and rotating the selection since I want a more circular pattern (the text is already an image), but don't know what the style or effect is called in order to look it up. Anything is appreciated!

You need type on a path

I guess I should rephrase the post to be clearer. The first image (the one with the text on path and transparency) is my project, the second one is the one with the effect I want to use.
