Why is my pen tool and shape tool so stiff. What can i do to make it work normally?

 Hi,

When i'm using the pen tool or the shape tool it's so stiff, it doesn't let me put them freely where ever i want it to be. It's like had the shift button pushed down all the time and it's always moving 35mm to every direction when ever i try to move it just little bit closer. What should i do to solve this?
