Cannot check out document because it is "being edited in another frame"

We're getting a message in InCopy we've never seen before. A user is opening a document and attempting to check it out in InCopy, but there is a message that says that it's being edited in another frame. The user isn't able to check anything back in because the option isn't available on the file menu.

Has anyone run into this issue before? Any idea what could be causing it? Thanks!
