Incopy toolbar panels blocking document and won't resize

Hello! I have been getting progressively more frustrated by this incopy issue. Currently using 19.4 (this is work software and I am not in charge of my own updgrades). See attached screenshots in full screen.

 

Whether expanded or collapsed, my toolbar window is stretching across and PAST my entire screen (so I cannot even access the tools), blocking my working document. When collapsed, each individual toolbar will expand across the screen when opened. No matter what, the toolbar is resistant to being narrowed. The "Expand Panels" button to expand all does not respond at all — I have to expand each panel individually or restart incopy to expand them all at the same time, which then leads to the entire screen being hidden. Incopy is completely useless to me at this point.

 

I prefer working in advanced workspace and have tried resetting the workspace as well as using essential view and creating my own custom workspace — still having the same toolbar issues. Character/paragraph seem to be the offending windows but are the most important ones. I have also tried toggling Application Frame settings on/off, restarting, etc.

 

I'm at a total loss and cannot even perform my basic job at this point. Help!

One important note to add — Character and Paragraph panels seem to be the only two offending panels. Everything else I've tried expands and collapses normally. One more screenshot for reference to show one of the normal panels expanded.

As an update for anyone who might have this issue, I have found a workaround by using the Application Bar setting in Essentials Workspace, though it needed to be highly customized for my purposes. A frustrating bug for sure.
