19.2 update still doesn't keep workspace

Installed 19.2 and it still wasn't keeping the workspace prefrence. Closed it, removed 18.5.1 and 19.2. and deleted the app data local and roming folders too. Then reinsatlled 19.2

 

Still doesn't work.

 

This is extremly frustrating and inconveint to have to reset it every time I open a file.

Are you actually creating a new workspace from the Workspace menu?

The command is Window > Workspace > New Workspace

When that is done, it's stored in a predictable location:

[Mac OS] Mac/Users/UserName/Library/Preferences/Adobe InDesign/Version XX/en_US/Workspaces

[Windows] Users\Username\AppData\Roaming\Adobe\InDesign\Version XX\en_US\Workspaces

 

You could also copy it from another version of InDesign.

Even created a new one from scratch.

I've used InDesign for decades, first time it happened was when 18 came out.

I have a hunch that you might have to clean up your Creative Cloud installation:

 

https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

 

and then reinstall InDesign.
