If I have an image frame in a document, and a jpeg on the pasteboard of that document, how do get the jpeg into that frame? And then, once I've done that, how do I move the jpeg around and zoom in and out on it to get it positioned and size to my satisfaction within that frame, without disturbing the size or position of the frame?

Select your image with the Direct Select tool (Solid Arrow). Copy, select your image frame, choose Paste Into. (in the right-click contextual menu, the top Edit menu or shortcut)

Once the image is inside the frame, use the direct select tool to manipulate the image without changing the frame. You can see the image bounds independent of the frame when you select it this way.

Also it is better to keep images linked rather than pasting. With the frame selected use File>Place... and navigate to the saved image, and click Open.

I was interpreting the question as having an image on the Pasteboard that had been put there with File > Place, and asking how to move the already placed image into an exisitng image frame on the document page.
