Does Adobe Cloud allow users to share and work with InDesign files like a workgroup server?

At the same time? No.

You can however use InCopy for content editing.

Not the same time exactly, we currently use an on-premises server that stores our files. When opened, the InDesign files are locked and allow only the person who opened it to work on it. Then, after saving the file on the server, it is once again avalibale for other users.

 

This is what I was hoping we can do as users of the Adobe Cloud. Is this an option or would we not be able to use InDesign like this?

Your CC account has a file sync’ing service (similar to Dropbox). More here:

In a sync’d workflow there are no lock files so you have to communicate.

You're better off sticking with that. As Rob just pointed out, the lock files do not sync on Cloud services.
