all text box outlines selected

Hi! I'm not sure what I did but all of a sudden all of the blue outlines on the text boxes are visible and I have a rectangle with no fill, only stroke and used to be able to click and move content inside of it but now it just moves the rectanlge.

to hide the blue boxes, go to View > Extras > Hide Frame Edges

For the other question - text cannot usually be moved independent of its text box (outside of using text attributes like leading or space-after paragraph attributes. 

A side note: it looks like you are creating a lot of extra work for yourself with all of those individual text boxes. 

All of that could be in one text box, formatting and spaced using Paragraph Styles. Everything, including the color bars and underlines could be set up using text formatting.
