Yeh it has to be anchored to the line above - it can't be anchored in the same line.
Another option is a 2 cell table with no stroke or insets - and put the image in the cell on the left and the text on the right.
It's a bit neater at times.

Tables would be funky for this application. Seems like an unexpected behavior. Have to put in a feature request, I guess.

There's already plenty of feature requests for this if you search.
It's been like this since it's implementation. And has never really got any upgrades.
Pity, it's such a powerful way to work and works well in a lot of situations.
But it's just not something that seems to be getting improvements.

That is a nice workaround - but can become problematic if the leading changes, or the text shifts to the top/bottom of the column, the anchored object can sometimes run off the page.
A more stable solution if it's just beside a paragraph is using a table - it flows with the text and the image won't suddenly drop off. It's a bit of an extra step but not much - and it's the most reliable way I have found.

There are different ways of handling anchors—the reason I prefer putting the image on its own paragraph is it can be styled with an Object Style, and later the image frame can be adjusted without affecting its position relative to the surronding text:

Yeh - horses for course, many ways to do it. Was just offering a suggestion.
It still has to be anchored to the line above - been like this since inception and no improvement to the way it works.
