Another Visual Accessibility Issue: Menu Shortening

Another issue I've noticed with InDesign visual accessibilty is that when the UI scaling is large, the menu seems to cut off and certain parts of the menu are just completely missing. So, for example, here's the cross-reference menu. I was looking for the "format" section and not finding it. Then when I moved my window up, closed it, and reopened it this part of the menu is visible again. Ideally there would be scrolling if you couldn't see the whole menu rather than simply deleting parts of the menu. You can see the two different menus below:
