Balanced line do not work in Table of contents

Could someone please advise me on what I’m doing wrong? Every time I add a table of contents and tick the Balance Ranged Lines feature it doesn’t work inside the table. I end up having to force return which isn’t ideal as I copy and paste this into my mailing. This issue is consistent across all six newsletters. Please help.

In normal text this works perfectly.

Balance Ragged Lines doesn't work because of the right-indent tab. Because of that tab, ID has nothing to go by for determining how to unrag the paragraphs.  The only way to get ragged lines to balance is to remove the right-indent tab and use e.g. an en- or em-space. If you do want to use right-indent tabs, then you can simulate raaged balancing by applying No Break or replacing some spaces with non-breaking ones. It'll be a manual job.
