Bibliography appearing wrong in TOC

For some strange reason, when I create my TOC, the Bibliography appears as the first item listed. It is also listed properly at the end of the TOC. It shows that it is on page one when page one actually has acknowledgments. Nowhere on page one is the word "bibliography."

Is the Bibliography a part of the main text flow, or in a text flow of its own? If the latter, ID is finding that flow and the Bibliography head at the start of the document.

 

The easiest solution is to move the Biblio into the main text flow, in its proper place at the end.

 

With a single page, you can just anchor a text box in place, but that doesn't work for multi-page flows.
