Not a bug - it's expected behaviour and has been like that for years and years. This is is a user to user forum - so nobody from Adobe development team (or rather very few) are on the forums. You can make a feature request here: https://indesign.uservoice.com/ As for text to outlines - there are many reasons - but converting your native file to Outlines really is messy relying on keeping 2 sets of files, one live text and one outlined.  *text removed* see my updated pos

CONVERTING FONTS TO OUTLINES IN A PDF FILE
  1. Open your PDF file in Acrobat Pro DC >>> Open the Print Production panel and click on Preflight.
  2. In the Search field at the top right of the Preflight dialog box, search for “outlines.” This selects the “Convert fonts to outlines” fixup.

Hope that helps

Have a good day

As an aside, unless your printer has equipment from 1995, you should not need to outline text.

However, if you must, follow Eugene's link to doing it in Acrobat Pro.
