Bug? Text tracking changes when making subtle layout shifts

I've been having an issue lately where adjusting something very minor in the layout causes the text flow to change, for no apparent reason.

You can see in this video that when I shift a text box up a few points, a paragraph further down the page changes tracking (gets tighter), which affects all of the text that comes after it. But with the text wrap settings of both the caption and the photos, there's no reason the text should be affected at all. Even when I put the layout back exactly where it was originally, the new tracking sticks. Whyyy? This is such a headache.

MacBook Pro / Sonoma 14.2 / InDesign 19.4 (happened in 18.2.1 also)

Would you mind telling us if it's happening with this specific file or all files? Is this a new file created in the 19.4 version?
Are you connected to the external monitor?
