Do you work on a shared cloud server? If that is the case, the user on the other computer has shut down his computer to fast after saving this file. He should wait until everything is synchronised.
Or did you have a crash on your computer and the lock file was not deleting with quiting the InDesign application.
This was also the typical error message for pre- Creative Cloud versions when trying to open a file saved in a newer version than the one you are using.
