Can you continuously number footnotes across stories?

I have a report layout design that requires multiple different stories across the report. There's no real way to "thread" the stories without making more headaches in design.

 

But we sometimes have footnotes for these reports, and we want to be able to continuously number them across the whole document.

 

Is there a way to manually customize footnotes in this manner or ensure the continuous numbering across multiple stories in a single document?

Footnotes appears to require threaded text frames. 

1. Run a script that joins textframes.

2. Simulate footnotes by making a numbered paragraph style (a work-around) that looks like a footnote.

I'm looking for the same solution - I don't want all of my stories threaded together in my massive report but I need the footnotes to continue. How annoying is it that this is still an issue after so many years of people asking for it!

Note: I design for accessibility, so there are certain design rules to follow. I'd rather Adobe fix it than run scripts from strange places ie. not Adobe (no offence).
